This post is not for this side of the globe, but my friend Elen lives in Riga, Latvia and she sent me an email telling me that her car became a boat on her drive home from work this afternoon. Strong thunderstorms produced heavy rain, flooding the streets of the city. I'm not sure how much rain fell, but I'd say several inches in a short period of time from the look of things.
