Developers decided to place this new housing development on an old ranch with rolling hills. To get more homes on the rolling property, a 1,000 foot (305 meter) long and what looks like 15-20 foot (5-6 meter) tall retaining wall was built to hold back the hillside. Last week though, at least 1-2 inches (3-5 cm) of rain fell across this usually dry area. As a result, the heavy clay soil began to expand as it became wet and pushed against the retaining wall. Reports now say that the builder did not have a permit to build the wall, but they claim that a certified engineer designed the wall. I'm sure the home builder will be the subject of lawsuits for years to come.
